Except for the Scholarship for Enrolled Students, the other four types are available to new students. However, not all universities in China offer all five types, and scholarship availability varies significantly between institutions. If securing a scholarship is more important to you than the choice of university itself, selecting the right university and timing your application correctly are critical to maximizing your success rate.
Choosing your university wisely and using professional services can save you time and increase your chances by ensuring you follow the correct procedures. However, please note that no one can sell a scholarship seat, and no scholarship is guaranteed. Do not trust anyone who claims they can guarantee you a scholarship and charges you exorbitant fees. If you have sufficient time and are willing to put in the effort, you can apply on your own. If you prefer professional assistance, you may seek help from a legitimate agency.
1. Chinese Government Scholarship
The Chinese Government Scholarship, also known as the CSC (China Scholarship Council) Scholarship, is established by the Chinese government to support international students to study in China and to promote cultural exchange between China and the rest of the world. Currently, 279 Chinese higher education institutions and research institutes are designated to host CSC scholarship recipients. The CSC Scholarship comprises the following programs:

Bilateral Program – Open to non-degree, bachelor, master, and doctoral applicants. Students must apply through the designated authorities for overseas study in their home country.

Chinese University Program – Open to master’s and doctoral applicants only. Students may apply directly to the Chinese universities that participate in this program.

ASEAN Program – Open to students from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.

Great Wall Program – Open to students and scholars from developing countries, primarily for general and senior visiting scholars. Applicants must submit their applications to the National Commission for UNESCO in their home country and obtain a letter of recommendation.

EU Program – Open to citizens of EU member states.

AUN Program – Open to citizens of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.

PIF Program – Open to citizens of PIF member countries.

WMO Program – For international students to study and conduct research in meteorology in China. Applicants must apply directly to the WMO Secretariat.

Marine Program – Open to students from coastal/island countries bordering the South China Sea, the Indian Ocean, the Pacific, and its surrounding islands, as well as developing countries in Africa and the Americas.

MOFCOM Program – Open to applicants for bachelor’s, master’s, and doctoral programs in fields such as trade, foreign affairs, agriculture, science and technology, education, culture, health, and public administration.

All-China Federation of Trade Unions Silk Road Program – Open to students from “Belt and Road” countries. This program covers all levels of study – bachelor’s, master’s, and doctoral – across a wide range of disciplines, including sciences, engineering, agriculture, medicine, economics, law, management, education, humanities, history, philosophy, and arts. Chinese language study is only one of the available categories.
Scholarship Coverage
The CSC Scholarship offers both full and partial scholarships. A full scholarship covers tuition, accommodation, a monthly living stipend, and comprehensive medical insurance. The current monthly stipend rates are:

Bachelor’s students: RMB 2,500/month

Master’s students: RMB 3,000/month

Doctoral students: RMB 3,500/month
A partial scholarship covers one or several components of the full scholarship.
How to Apply

Application Channel: For the Chinese University Program (Type B), you may apply directly to the university. For other programs, you must apply through the Chinese embassy in your home country or other relevant organizations.

Application Categories (A, B, C): When filling out the online application on the CSC system, you must select one of three types. Their meanings are as follows:
-
Type A (Bilateral and Special Programs) – These programs are administered by organizations other than Chinese universities, including the Bilateral Program, Great Wall Program, EU Program, WMO Program, ASEAN Program, etc. Type A programs are open to bachelor’s, master’s, doctoral, general scholar, and senior scholar applicants. You must submit your application to the relevant dispatching authority or international organization in your home country.

Type B (Chinese University Program) – This type is only for master’s and doctoral applicants. You must fill in the specific agency number of your target university; the application is then reviewed directly by that university. Undergraduate students should not choose this type.

Type C (Merit-Based Scholarship Program) – This type is for students already enrolled in a Chinese university who apply based on their academic performance during their current studies. The agency number for this type will be specified in the program recruitment notice issued by the CSC.

A CD of your own works (only for arts applicants) – music applicants submit a CD of musical works; fine arts applicants submit a CD with two sketches, two color paintings, and two other works.

Submission Method: Currently, the CSC application is primarily online via the system (
studyinchina.csc.edu.cn). You must fill in the form and upload scanned copies of all required documents. Whether you need to mail physical copies depends on each university's requirements – please check the specific university's admission guide for the current year. Application documents will not be returned.
Best Time to Apply
We recommend you start preparing your documents in December. For Type A programs, deadlines vary by country – many Southeast Asian countries close applications in mid-to-late December, while some Central Asian and African countries may accept applications until February of the following year. Be sure to check the exact deadline with your home country's dispatching authority or your target university. For Type B programs, each university sets its own deadline, generally between February and April. Allow ample time for the entire process.
Scholarship Results
Results are typically announced between June and July on the official websites of the universities or via the CSC system.

Q5: If I have received a CSC Scholarship before, can I apply again?
A5: Yes, but with a restriction at the same degree level. CSC regulations stipulate that a candidate cannot receive a full CSC scholarship for the same degree level more than once. For example:
